⚫ Refers to the invisible parts of Satan's organization

"The beast" John saw in vision had seven heads. [...] The head is the one that directs the course of action taken by the body. "Seven" is a symbolic number representing completeness. Satan is the head of his organization, and the symbol "seven" therefore stands for the entire organization, and particularly refers to the invisible parts of Satan's organization.
